Paypal API - user agreement

I'm trying to add the API for Paypal and it's asking for my user agreement url - I have no idea what this should be? How would I create it - what does it need to cover.

Any help would be greatly appreciated

I am not sure why you need to provide that info just to create a new api app. But you can just link to a cms pages on your website that explains about privacy policy & user agreement

It looks like I only need it if I'm going to use the PAYPAL LOG IN --- but it seems that the user agreement would reflect something "PAYPAL" then... IDK... i guess I sidestepped it after all
