I ran into the same issues as you a while back. The chex module is great, but it's script driven design doesn't register all types of standard GA triggers easily without custom code work. It ended up being better for our organization to use a different one page checkout tool that fits the GA trigger model more native. We now use the Knowband SuperCheckout instead.

Look for a module called "reinsurance block" is probably the culprit. Likely something that installed with your theme.
