Installation with non-English language issue

There's a little issue i've found installing 30bz with Russian language: During the pre-install checks 30bz installer does not checks mbstring presence. This leads to installation failure. And only after that when user returns to previous steps offered by installer, it shows that mbstring not installed/not activated.

As far as i see, there's two ways of resolution: 1. Get rid of mbstring dependencies (perhaps impossible) 2. Include more detailed pre-install checklist report and make mbstring mandatory to be installed in case of choosing non-English installation(s)

Removing usage of mbstring would also remove support for kyrillic characters, which is probably not what you want 🙂

This should be solved, the PHP Mbstring extension is a requirement now. Thanks for reporting!
