Does CSV import allow combinations with only two products?

I have products that only have two sizes. When I uploaded the spreadsheet it only took the first product.

The combination numbers look like this: 275-1 275-2

Is that allowed?

I'm confused. @spidawebs since you're the expert, I have fifty pieces of gallery art. All have four same artworks with two sizes and two frames. How do I create the combinations, from the below info, please?

You would do it like this:

the basic thing you need to know is that the combination name is size;colour and the combination value is the size and colour separated by a semi colon
