Credist slip not working

TB 1.7, PHP 8.3 is making credit slip. But it can't be viewed or printed.
Error message is following :
SmartyCompilerException: Syntax error in template "file:xxx/pdf/order-slip.product-tab.tpl" on line 100 "{if is_array($cart_rules) && $cart_rules ? count($cart_rules)}" - Unexpected " ? ", expected one of: "}" 

How to fix this ?

I don't get it. I copied this error message directly from back office. When I look into this file itself then line 100 doesn't contain what is visible in error message.

Check your theme’s directory to see if there are any PDF templates there:
/themes/your-theme/pdf/

It is fixed yet. It was related to core. I don't know details yet. But since there are no "cry" from others then I suppose it is somehow specifically related to my installation.
