Why are my CSS changes not applied to the TPL/Theme?

Hello,

I recently started customizing the Niara template but whenever I save a change it does not do anything. However, when I do a direct style change in the class in the TPL it's displayed on the website.

I am trying to change the way the Logo and Shopping Cart are displayed. The files I edit are the blockcart.css and the global.css. I even tried to add new classes and create CSS changes for those but there still seems to be no change.

i think your cache is active

backoffice -> advanced parameters -> perfomance -> disable caches
clear all caches -> shop and browser
