It isn't in my live site. I'm using TB with a test site. I did everything, cleared cache, etc and it still shows free shipping for $7.95.

In admin- shipping - preferences - Free shipping starts at: I entered $39.00 and saved, cleared cache, cleared browser and it still shows free shipping for way under $39.00. I added a $7.95 product to my cart and it says "free shipping".
