Have to clear cache after EVERY order.

I had a few customers mention this to me... But when they place the order, and want to come back to the site, there's a big black line along the bottom.
They have to clear their cookies/cache, etc to get the site to work again. 

It shows up (the black bar at the bottom), when you choose the shipping option. If you attempt to go back into the site from there, you get the screen below.

Has anyone heard of this issue before?

Go to Customers -> Groups

Select "Edit" on Customers group, enable all modules available.

Save, refresh, check if its solved!
