Best practice for translations - select "theme" or "core"

In the backend under Localisations>Translations, I can select the "Core (no theme)" and a theme. 

If I select "Core", will translation apply to all themes unless there's a specific theme translation that overrides? 

I've been selecting "Theme" but would want my translations to survive even if I change the theme.

I had always done my translations in the theme section. I don't know what is the difference other than the front office section but now I'm too old to ask as it works... 🙂

I've had this thought before as well. I've done all mine at the theme, but wish in retrospect that I had done the alternative.

I guess we could move the translation file and replace the name of the theme in the file with 'prestashop'?

Example:

$_MODULE['<{chex}ecom>app-translation_7dc22e32549bs0d191b5a75fb87fcfd2'] = 'Hello';

to

$_MODULE['<{chex}prestashop>app-translation_7dc22e32549bs0d191b5a75fb87fcfd2'] = 'Hello';
